TDHCA is pleased to report that we will be releasing approximately $3 million in HOME funds on June 2, 2014, at 10:00 AM CDT for HOME Single Family activities including HOMEowner Rehabilitation Assistance (HRA), HOMEbuyer Assistance (HBA), and Tenant-Based Rental Assistance (TBRA). The distribution of funds will differ from previous releases and will reflect some of the suggested changes which have been brought to us recently. We carefully considered the comments we received following HOME’s last funding release, as well as during the Department’s recent Single Family forum. In response, a more equitable and balanced allocation method will be used that considers needs within activity types, based on funds available.
Please note that the use of this distribution method is exploratory in nature and is intended to further inform future funding releases.
To summarize, TDHCA will release approximately $3 million on June 2, 2014, at 10:00 AM CDT according to the following funding levels for each activity type under the General and Persons with Disabilities set-asides:
HOMEowner Rehabilitation Assistance Program – $1,800,000 HOMEbuyer Assistance Program – $100,000 Tenant-Based Rental Assistance Program – $500,000
PERSONS WITH DISABILITIES SET-ASIDE
HOMEowner Rehabilitation Assistance Program – $200,000 HOMEbuyer Assistance Program – $60,000 Tenant-Based Rental Assistance Program – $400,000
Now is the time for HOME Administrators to review the activities currently selected under your HOME Reservation Agreement. If there is potential for demand from your clients for an activity type that is not included under a set-aside in your current agreement, you can contact Sandy Garcia, HOME Program Administrator, at 512 475-1391 to request an amendment. Administrators should keep in mind that households with a member who is a person with a disability may be served under either the General or Persons with Disabilities set-aside categories if your Reservation Agreement permits. Households can only be assisted under the PWD set-aside if there is at least one household member who is a person with a disability.
We will analyze the funding requests that we receive over the next three months prior to the release of the 2014 annual allocation. Based on the results and discussions we plan to have with the public over the remainder of 2014 about how to best allocate limited HOME funding sources, we will determine whether a model similar to the one we are using in June should be carried forward into 2015. TDHCA still plans to release the 2014 HOME allocation this Fall; it is not yet certain whether those funds will be distributed by activity type with set-aside categories.
